2008 Posse Training Calendar

The Training Division of the Maricopa County Sheriff's Office is presenting this 2008 Posse Training Calendar for your use. It is our desire that every Posse member will satisfy their mandatory training requirements and take advantage of the optional courses we are presenting this year.

It is our goal to offer the most up to date training in a sufficient number of classes, on a wide variety of subjects, to give every Posse member ample opportunity to fulfill their training needs and goals through Basic, QAP, and optional courses, and to do so in a manner that is professional and courteous.

This calendar includes the required registration, tracking information, and general guidelines for Office sponsored training.

Office Sponsered Training

It is the individual responsibility of each Posse member to ensure that their training requirements are met for either category of Posse membership: Qualified Armed Posse (QAP) or Basic.

Registering for Office Sponsored Training:

To register for a listed training event, contact the Training Officer within your Posse for the proper submittal of the necessary paperwork. Once your Training Officer has submitted the necessary paperwork, and received a response from the Posse Training Section, your Training Officer will notify you of your status in the class.

Notification of Training:

Your Training Officer will receive notifications from the Posse Training Section regarding student enrollment status, additional training events, changes or cancellations of any listed training events, and will handle all Posse member notifications that are necessary.

Documentation of Training Events:

A roster will be provided at all training events. It is your responsibility to sign the roster as a record of your attendance. Failure to sign this roster may result in having to take the class again. Students not listed on the roster may be denied access to the event. At the end of the training event, you will be provided a Program Approval Form. It is your responsibility to return a copy of this form to your Training Officer as a record of having successfully attended the course. The Training Officer must track each of their members training classes for the purpose of re-certifications and to ensure that training is completed as directed.

Cancellation of Enrollment:

 In the event a Posse member is unable to attend a training event, it is the individual responsibility of that Posse member to inform the Posse Training Section via their Training Officer prior to the class.

 

Posse Training Request Forms

All Posse members shall schedule their training needs through their assigned Training Officer within their own Posse by using the training request form.  

 All class enrollment requests shall be handled by the Training Officers.

The Training Officer will complete the training request form with all required information. Once the form is complete, the Training Officer will submit the form to Ms. Phyllis Rees by faxing it to 602-415-0506 or submitting it via email to A_Quintero@MCSO.maricopa.gov for approval and class confirmation. Once the Training Officer has received a confirmation regarding the requested training, they shall forward that information back to the Posse Member.

 A training request must be submitted for any training event.

 Training forms that are incomplete will be returned. All training forms must include an emergency contact.

 We ask that only the assigned Training Officer's contact the Training Division to enroll their members in a training event.

 The above applies to all training events including OSHA and required recertification classes.

 

Basic Posse Required Training

The Basic Training Program for the Maricopa County Sheriff's Office Posse organization consists of the following courses:

                  LAW & LEGAL                                  16 HOURS

                 CPR/FIRST AID                                    8 HOURS

                 BASIC TRAFFIC CONTROL               8 HOURS

                 TOTAL TRAINING HOURS:              32 HOURS

 Personnel who successfully complete this block of instruction will be classified as a Basic Posse Member.

 

Summary of course descriptions

Law & Legal: This course covers various topics as they relate to the new Posse member. Topics include MCSO Policy and Procedures, mission and authority, liability and use of force issues, uniforms, radio and patrol procedures, Officer Safety, crime scenes, and report writing. A written exam will be administered.

CPR/First Aid: This course is designed to certify the new Posse member in the use of the American Heart Association CPR techniques, as well as standards for first aid, and the use of an Automatic External Defibrillator (AED). OSHA standards and guidelines will also be covered. Both a written and proficiency exam will be administered.

Basic Traffic Control: This course will cover techniques and equipment used by uniformed Sheriff's Office Posse Personnel for the purpose of traffic direction control. A written and proficiency exam will be administered.

 

Advanced Posse Training Courses

             DEFENSIVE TACTICS                             4 HOURS

            MECHANICAL RESTRAINTS                   8 HOURS

            CHEMICAL AGENTS                                 4 HOURS

            TASER                                                          8 HOURS

             TOTAL TRAINING HOURS:                    24 HOURS

Personnel who successfully complete this block of instruction will be classified as an Advanced Posse Member.

 

Summary of course description

Defensive Tactics: Students enrolled in this course will learn and practice different strikes, control holds, and takedowns that are authorized for use by uniformed Sheriff's Office Posse personnel. Use of force, liability issues, and other related topics will be discussed. This course may be taken as a stand alone course by Basic Posse members. (This course is recommended for those who plan on attending a QAP academy).

 Mechanical Restraints: Successful completion of this course will certify the Basic Posse Member in the use of handcuffs and techniques currently authorized by the Sheriff's Office. Topics covered will include the maintenance, nomenclature, application and safe removal of the handcuffs. Use of force, liability issues, and other related topics will be discussed. This course may be taken as a stand alone course by Basic Posse members. (This course is recommended for those who plan on attending a QAP academy).

Chemical Agents: This course will cover the use, effects, and decontamination for the defensive spray currently authorized for use by the Sheriff's Office. Use of force, liability issues, as well as a history of chemical agents will be discussed. A student exposure to the agent will be administered along with a written and practical exam. Basic Posse members must successfully complete defensive tactics and mechanical restraints in order to attend this course.

Taser: This course will certify the Basic Posse member in the use of the M-26 or the X-26. Operation and maintenance of the Taser will be discussed as well as use of force and liability issues. Posse members wishing to complete this course must have completed Defensive Tactics, Mechanical restraints, and Chemical Agents.

Taser Training is an optional part of the Advanced Posse Training (APT) certification and is not required for those Posse members who do not wish to carry the Taser.

The Enforcement Support Division will approve, arrange, and conduct the Taser training program. Please contact the Enforcement Support Division at 602-876-1895 regarding questions and/or enrollment in the Taser training program.

 

Basic Posse Optional Training Courses

The Basic Training program for the Maricopa County Sheriff's Posse Organizations also consists of the following optional courses which are available to those who have successfully completed the required Basic Training Program:

             DEFENSIVE DRIVING                  8 HOURS

            PRISONER TRANSPORT            2 HOURS

            RADIO                                             4 HOURS

             TOTAL TRAINING HOURS:         14 HOURS

 

Summary of course description

Defensive Driving: This course will cover the operational parameters for Posse Personnel operating Sheriff's Office patrol vehicles under non-emergency conditions. A proficiency exam will be administered.

Prisoner Transport: Students enrolled in this course will be introduced to the proper procedures for transporting prisoner/inmates to various locations such as booking facilities, hospitals, and during emergency situations.

Radio: This course will familiarize students with log on/log off procedures, district and beat call signs and designations as well as emergency procedures.

 

Qualified Armed Posse Training

This level of training is available to Basic Posse members who apply and are accepted into the Qualified Armed Posse (QAP) Academy:

                MECHANICAL RESTRAINTS           8 HOURS

                BOOKING & SEARCH                       4 HOURS

                PRISONER TRANSPORT                 4 HOURS

                WEAPONS RETENTION                   12 HOURS

                FIREARMS                                          60 HOURS

                JUDGEMENTAL USE OF FORCE  1 HOUR

                 TOTAL TRAINING HOURS:               101 HOURS

 

Posse personnel who successfully complete this block of training will be classified as a Qualified Armed Posse (QAP) member.

 

Summary of course description

Defensive Tactics: This course will expand on skills learned in the optional course and introduce the student to additional strikes, control holds, and takedowns. Students will also learn kicks, ground defense techniques, and the application of pressure points that are currently authorized by Sheriff's Office Policy. Use of force, liability issues, and other related topics will be discussed. A proficiency exam will be administered.

Chemical Agents: This course will cover the use, effects, and decontamination for the defensive spray currently authorized for use by the Sheriff's Office. Use of force, liability issues, as well as a history of chemical agents will be discussed. A student exposure to the agent will be administered along with a written and practical exam.

Mechanical Restraints: This course will expand on skills learned in the optional course. Students will be introduced to the tactical use of handcuffs during high-risk situations. 

Booking & Search: This course will introduce students to the proper procedures for completing the necessary paperwork to book a prisoner into the jail system as well as the proper techniques and safety considerations for searching a prisoner. A written and proficiency exercise will be administered.

Weapons Retention:  This course will cover the different handgun retention and disarming techniques that are currently authorized for use by uniformed Sheriff's Office Posse personnel. Use of force, liability issues, and other related topics will be discussed.

Firearms: Topics covered in this course will be the manipulation, use, care, and maintenance of the student's service handgun. Marksmanship with both the service handgun and Office owned shotgun will be discussed. Students will be introduced to various shooting positions, night firing techniques, reloads, and malfunction drills. The judicial use of deadly force, liability issues, mental conditioning and tactics will also be discussed. Written and proficiency exams will be administered.

Judgmental Use of Force (MILO): The Firearm Training Simulator will test the student's knowledge in the proper decision making and correct utilization of force, as well as the ability to justify the selected course of action.

Mandatory Training

 It is the individual responsibility of each Posse member to ensure that they successfully complete the yearly recertification(s) that are mandatory for their respective Posse level, either Basic or Qualified Armed Posse (QAP). Failure to complete required mandatory training may result in suspension or removal from the Posse program.

 A training request submitted by your Training Officers is required for all mandatory training.

 The following are mandatory annual recertifications for ALL Basic and QAP Posse personnel:

 OSHA: Recertification involves viewing a thirty minute tape followed by a brief question and answer period.

 The following are mandatory annual recertifications for ALL QAP personnel:

 Mod '05: This four (4) hour recertification involves the successful completion of the AZPOST 50 round daytime handgun qualification, a shotgun qualification, and a malfunction clearance drill. Those QAP that fail to pass this qualification will be required to attend and pass a four (4) hour Fundamental Shooting Technique class.

 Judgmental Use of Force (MILO): This recertification involves the successful completion of three (3) MILO scenarios by properly selecting, utilizing, and justifying the appropriate course of action.

 

 Advanced Officer Training

 Approximately once a month, the Posse Training Section will present Advanced Officer Training (AOT) on a variety of subjects.

 These courses are designed to enhance the knowledge and awareness of Posse Members regarding different operational areas and their roles within the Sheriff's Office, and does not relive the Posse member of their legal responsibilities within the guidelines of the Posse program.

 AOT courses may be presented by the Training Division, other divisions within the Sheriff's Office, or other police agencies. If the training event is not presented by the Posse Training Section, Sworn Sheriff's Office personnel and sworn personnel from other agencies will receive priority seating. 

 Training Bulletins containing course descriptions and other course related information will be distributed to the Training Officers for distribution to the individual Posse Members.
